Rationale
Timeline markers could stand to be more conducive to intensive timing, especially dialogue timing. As they are now, they're fine for adding a note or two, but troublesome to label when doing as high density work as syllables-per-second.

Solution #1: An X-Sheet Interface for Timeline Markers

A new window type or mode in the Text Editor which imitates an x-sheet (exposure sheet, also known as a dope sheet), with a text cell for each frame and a timeline cursor that runs vertically downward through the cells as animation plays, maybe with robust options for displaying the cells' text overlaid onto the viewport during animation. A way to import a text file (formatted as CSV or with carriage returns, or even in various subtitle formats which include timing) into this sheet would be helpful in addition.
