Idea #22: Waveform Monitor and Vectorscope Node

Rationale
There is a node for Color Correction in the Node System, but no node for Waveform Monitor and Vectorscope. These two node are very important to visualize data of an image and act as guideline for color correction.
The node for histogram of image is not enough for the purpose.

Solution #1: Use the recent improvement code for sequencer

There seems to be a recent improvement of Waveform Monitor and Vectorscope in the sequencer, so use these code for Node System don't need a lot of effort for those familiar with blender internal.

Solution #2: Use the scopes of the image editor

You can just use the scopes of the image editor combined with a viewer node.
