Solution #1: Count promotes and demotes as approval

E.g. each 10 positive in total (Positives minus negatives) will result in one approval.

I know that this is hard to implement and it renders nearly whole idea of sandbox useless, but I still think it's worth considering.

Solution #2: Primary / First Round vote to orient moderators

Maybe it would be less harmful to sandbox mode to have the possibility to vote for an idea before moderator's approval or rejection, but votes would simply be reset to 0 once idea is moderator approved.

Solution #3: Vote for an idea not a solution

Vote for an idea in the sandbox before aproval. If the idea is promoted to the "popular ideas" you can vote for solutions.
