Hair: Children from Particles, force children to stay on mesh

while using particles to create children, It would be nice to have an option to force children to stick to the mesh. That way you never have hair floating around.

Vertex should have a maximum combined weight of 1

Are you tired of hunting down that bone that has .5 influence on a vertex? Did you think you were done rigging only to start all over again.

Let's fix this problem once and for all, a vertex should always have a combined weight of 1.

Therefore, if I have 2 bones sharing a vertex and one bone has 70% influence and the other has 30%. I paint on the bone with 30% to get it to 50% and influence is automatically balanced.

This would be a godsend.
