The idea is a little difficult to describe, but basically the factor you zoom in by is slightly different than the factor you zoom out by.
Try it in blender, roll the middle button to zoom in, roll it to zoom out and your back in the exact same spot. Having a difference between zooming in and out makes it very easy to position a view, not just 3d but especially say the uv editor, or playback window.
Of course, this could be in the user prefs, but it would be very useful, moreso in the 3d views than in the 2d ones. (alternatively, zoom w/ shift and middle mouse could be enabled in the sequence editor and other places where it isn't..)
