Description
Each object draging on 3D window will move 1/10 of current grid size. For example, if you drag (move) an object it will increase 1, you can zoom closer to gain a drag increase of 0.1. So if you want to drag an item with small transition, just zoom it multiple times before do the dragging.
And the value should be configureable, like 1/10, 1/20, 1/5, 1/4.

Thanks. I've found it, very similar to what I mean.
Blender Grip Snapping can be enabled on User Preferences Window > View and Controls Tab > Grab/Move Button. But I could suggest something to make it easier to use.
1. It's not easy to reach. Maybe it would be better to put a button on 3D View Header.
2. There is an option to turn it on/off by default.
3. The movement (or increment/decrement value) is too big, it should be smaller.
4. Would be nice if we could choose/enter our desired value. 1/10, 1/20, 1/50 ...
Maybe it won't be useful for organic modeling. But It's can be handy for architects. I don't know much about programming. But I think it won't be difficult to implement because there already have the function, just make it more powerful.
So, please support my idea and let it be implemented.
I (and many architects) waiting for it.

Press Shift to gain more accurancy.
Press Ctrl-U to save your settings.
It doesn't have to be on the panel, because it has a hotkey already. Try pressing Ctrl.
I guess this idea should be marked as already-implemented.

emu-no, blender has snapping but it isn't relative to the zoom level. If you zoom in very far, snapping isn't very useful. If blender snaps to 1 unit, when you zoom in several times it would be much more useful if it snapped to 1/2 or 1/4 units. +1

Maybe what you mean is that the good snapping works only in ortho top/side/front view.
If so, sorry and I agree this is an interesting feature request. But then the original text should be edited to say something more accurate.

Yes, caveman is right. Blender already has snapping ability, but it will be more useful if implemented with my idea.
As what emu said, maybe my description isn't clear. Sorry of my limitation of English language. Anybody here who understand what I mean, please write some comment to help me.
It's not my idea actualy. I know this feature from Lightwave 3D. It's cool. You should download the trial version here:

Here is an explanation said:
A new grid snap setting Fine has been added that makes the grid snap as small as possible at a given zoom. A fine grid snap is typically two to five times smaller than a standard grid snap.
