Description
I know it's impossible to have this feature physically correct, but it could be used for some tricky work-arounds.
An example could be making hot air effect using a lot of raytransparent planes with circular IOR texture.

It's not necessarily physically incorrect - just for example, you could have a model that artistically is made of two different materials, which you're using textures to represent. And yes, everything should be textureable, and animatable

currently- the workaround for your case is add a plane with animated bumpmap.
