love the idea of outliner but it needs to be sharpened up a little bit. especially since outliner is essential for COMPLEXITY MANAGEMENT which is a big, HUUUUUUUGE deal and will be ever more so in every modern 3d program. as scenes and rigs become more and more complex, we need smart, filterable and accommodating tools that will help us deal with the complexity.
1. right now, if you select in outliner, you can use the "center on selected" in your 3d view but it very rarely happens in THAT direction! usually, you want to select something obvious in the 3d view and then move your cursor to the outliner and then CENTER SELECTED in OUTLINER! cuz outliner's list can be very very very long and very very very nested. you want BIDIRECTIONALITY in this selection/focus workflow.
2. you really really want to use the same keys and mousing in all your windows and views! if select is a rt click in 3d view, it should be rt click in outliner. we need a UNIFIED mousing and shortcut system. right now it is somewhat distressingly disjointed. we need unification. same mousing, same hotkeys when possible. in ALL windows.
3. this is in maya but you can grab the bottom frame of outliner and pull it up revealing a SECOND outliner so that in very long lists, you can drag and drop between vastly different areas of the list. we are in good position to have this workflow already because we can simply split the outliner window but all the tools in the future should be made to accommodate this kind of workflow and even have it in mind when implementing.
4. anything that you can do in 3d views, you should, within reason and sense be able to do it in outliner. it should simply be an ascii representation of your 3d entities. so parenting, constraining, everything. in fact, this philosophy should be focused on for ALL WINDOWS. also, if we are ever able to populate data fields that ask for objects by simply selecting objects in 3d view, we should be able to do this in outliner or oop as well.
5. it seems that a lot of apps copied maya's idea for outliner and this is a good thing - xsi, c4d, even lw to a less successful extent. anyway, we should look at ALL of them and take all the best parts of each and ditch bad things (yes, even maya has flaws like not "center on selection" in outliner sometimes.
6. finally, all effort should be made to make outliner's data CLEAR... maybe experiment with color coding. at the very least, if something is selected, it should NEVER be difficult to find where it is in outliner.

oh, and an ability to navigate up and down the list with keyboard controls would be nice... perhaps arrow keys when cursor is over the outliner window.

I agree that Blender's outliner should match Maya's outliner. Maya's outliner is one of its best features.
